Abstract

The mass communication Technologies that left their mark on the 21 st century are also influential in the functioning of the political process of this century. Humanity has undergone a mojor change since the first technological communication tool in this context. This change permeates every aspect of human life. These developments in mass communication technolgy accelerated the globalization process and opened the way for quick and easy transportation between the individual and the World with the touch of a button. This situation played a majör role in the change of cultural, political and social life as well as economic functioning. The discovery of the computer and its introduction to the use of all humanity after the 1990s have led to a change in both social and social life. In particular, the introduction of the internet and the introduction of social media into human life have paved the way for political actors to reach the private life of the ordinary individual, not just the masses, inexpensively, quick and easily. The social media that emerged after the internet changed the dynamics of social life. As it is known, the importance of social media stems from the fact that these platforms allow people to express their knowledge, feelings and thoughts. For this reason, all political actors in the political arena have taken tehir place on these platforms. Among these political actors, goverments, international NGOs the United Nations and NATO and the World Bank have joined political, military and supranational organizations.
