In Turkey, Ministry of Family and Social Policies is the highest institution, which is responsible for producing and implementing policies for the women, children, elders and people with disabilities, the groups that need to be protected. In Germany, instead, there is Ministry of Family, Elders, Women and Youth. Youth works within the federal, state and municipal boundaries depend on the German National Committee. In Germany, it is seen that religious communities, especially churches, have been given a wide range of powers such as collecting donations, opening educational institutions and dormitories. As not recognized as a religion, Islam is excluded from these privileges. The most prominent feature between Germany and Turkey in terms of adoption is the provision that the unmarried parents cannot adopt in Turkey. Homosexuals can neither adopt nor become foster family as well as same sex marriage is not possible in Turkey. The German Civil Code confirm the principle that a marriage union should be established between a woman and a man, and also is going to endeavour to recognise certain unions under the name of "civil union" by preparing an alternative law. The aim of this study is to compare with Germany's child protection policy of Turkey, to discuss problems arising from the implementation of different policies and put forward solutions strategies.
