Countries that aim to achieve sustainable economic growth and become a leader in science and technology by providing competitive advantage in international markets have increased the importance they attach to R & D. In this regard, both the European Union and Turkey, particularly by identifying policies to increase their R & D activities with the framework programs were put into practice. R & D, which includes three different applications: basic research, applied research and experimental development; This course covers creative activities and scientific and technical activities carried out on a systematic basis in order to increase the knowledge of culture, people and society and use it to design new processes, systems and applications. The European Union and Turkey's performance in terms of R & D activities in this study aims to reveal; The progress of indicators such as R & D intensity, number of R & D personel and researchers, number of patent applications, and export of advanced technology between 2000-2017 has been examined comparatively.
