Abstract

ABSTRACT Strategic management has started in business management and it has gained great importance in public institutions with the new public management approach. The final point in terms of strategic management in Turkey, all public institutions must prepare a strategic plan. There are some points to be considered while preparing the strategic plan. These are the determination of an effective vision and mission, the determination of the goals suitable for the vision and the mission, and the determination of the targets suitable for these goals. In this study, the Strategic Plan of Istanbul Metropolitan Municipality covering the years 2015-19 is analyzed in terms of environmental management main service area. Metropolitan Municipalities have powers, duties and responsibilities regarding environmental management. Istanbul Metropolitan Municipality emphasizes the principle of sustainability under the main service area of environmental management. Five main headings have been determined in the strategic plan of the institution, adhering to the sustainability principle and legislation. Under the environmental management, seven targets have been determined in accordance with these five topics. In this study, it will be discussed whether or not these seven goals created in strategic planning are suitable for reality through the activity programs and performance programs.
