Abstract


ANALYSIS OF EFFICIENCY OF SOME STATE UNIVERSITIES BY DATA ENVELOPMENT ANALYSIS (DEA) METHOD

Since they constitute the predominant structure of the higher education system, efficient studies of state universities play an important role in the development of our country. It is an unquestionable fact that the higher education institutions of the countries which have advanced in the world and have been active in producing knowledge, also have worked efficiently. The aim of this study is to expose how efficient are the determined universities, and to offer improvement recommendations for inefficient ones. VZA is a non-parametric mathematical method with the ability to generate multiple outputs for multiple inputs. It is possible to produce single output in methods such as linear programming or regression analysis. It was desired to produce multiple outputs against multiple inputs, in the study. Therefore, VZA was used. In the study, the efficiency performances of some state universities have been tried to analyze. For this aim, according to the activity reports for the year of 2016, 36 state universities including specified input and output data were the subject of the analysis. 9 decision parameters are used, 6 of which are inputs and 3 of which are outputs. Analyzes were made with input-outtput oriented Charnes-Cooper-Rhodes (CCR) and input-output oriented Banker-Charnes-Cooper (BCC) methods. It was determined that 9 universities were total efficient with input-oriented CCR, 18 universities were technical efficient with input-oriented BCC and 9 universities were scale efficient (CCR/BCC). Output improvement tables were prepared for the total inefficient and technical inefficient universities.
