Abstract


HISTORY OF AUTHORIZED ECONOMIC OPERATOR AND USA C-TPAT PROGRAM THE FIRST IMPLEMENTATION

Today, Authorized Economic Operator program to have been implemented in many countries is aimed at making trade safe and easy as a result of cooperation between customs administrations and companies based on trust. The terrorist attacks on September 11, 2001 in the United States have prompted all world countries, especially the USA, to take measures to ensure supply chain security. For this purpose, the program, which was launched on the basis of security under the name of C-TPAT in the USA, has been transformed into a safe and easy program for trade with the name of Authorized Economic Operator by the World Customs Organization's publication of the SAFE Framework of Standards. C-TPAT, a security-based program, is an implementation based on the fact that companies that ship goods to the United States by prioritizing USA's national security are classified according to risk levels in certain circumstances. The main purpose of this implementation is to identify potential risks to the supply chain based on trust and confidence and to regulate commercial transactions accordingly. In this study, the emergence of the Authorized Economic Operator implementation, which is an important milestone in world trade and gives a new meaning to international trade, and US C-TPAT program are explained. First, the emergence of the implementation was discussed, and then the US implementation, which is considered the first example of implementation is examined in detail
